The messy skills atlas

Twenty-nine skills the Brussels job market is about to start paying much more for — why AI can't reach them, how to build them, and how to prove you have them.

Clean tasks have separable outputs you can check against a right answer: a stakeholder mapping, a monitoring note, a first draft of a position paper. Their price is collapsing.

Messy tasks are bundled with other tasks, run through relationships, and produce outputs nobody can verify. Someone still has to decide, and be answerable for having decided. Luis Garicano, Jin Li and Yanhui Wu call the work built out of them messy jobs.

The rule of thumb this atlas is built on: if the whole value of a skill sits inside a document it produces, that value is going. What remains is the judgement, the relationship and the accountability that the document was only ever the residue of.

Read this before you use the atlas

Messy skills are harder to fake — and harder to prove. Hiring that leans on them gets less transparent, not more: it rewards people who could afford the unpaid months, who already knew someone, who share the room's first language. That is a real cost of the shift this page describes, not a footnote to it. Use the atlas knowing that. If you are ever the one hiring, design against it.

Two Brussels facts worth knowing before you plan a route. EPSO abolished the assessment centre and its oral tests in 2023; general competencies are now assessed by the recruiting institutions and agencies at the interview stage, after the reserve list is published. The behavioural interview did not disappear — it relocated, which is why nothing in this atlas has stopped being tested. And the flagship traineeships exclude anyone with prior EU-body experience above a threshold — six weeks for the Blue Book and the Council, two months for Schuman — so a short stint in an MEP's office can quietly disqualify you from all three.
